County staff seek committee feedback on access agreement for proposed Village of Montgomery annexation

King County Department of Transportation staff presented an informational item asking for committee feedback on an access intergovernmental agreement (IGA) draft to support a planned annexation by the Village of Montgomery.
Staff said the annexation covers property along Orchard Road, between Jericho Road and Route 30, and that county and village staff have begun working on an access IGA to establish major access points and facilitate sensible land planning for the proposed development. An on-screen plan showed preliminary access locations; staff said the item was for discussion and that the committee—s feedback would inform negotiations.
Committee members asked whether the accesses would require traffic control modifications. Staff replied that most of the accesses already exist on the east side of Orchard Road and the new accesses would be on the west side. Staff and a committee member noted Orchard Road is a limited-access truck route governed by county access regulations adopted by the county board and by state law; staff said the county board grants access and that some intersections may require signals or other improvements as dictated by engineering standards.
A committee member asked whose district the corridor is in; staff said Orchard Road lies on a district line and likely affects more than one district. Staff said the intergovernmental agreement would return to the committee for approval after the Village of Montgomery acts.
Staff emphasized they apply county-adopted design and access standards and aim to minimize the number of signals and access points while ensuring appropriate design for a higher-speed, heavy-truck arterial.
