Motion to defer new property maintenance standards fails after 3–3 tie

When the council voted on the deferral, the motion resulted in a three-to-three tie and failed. The transcript records the clerk announcing, "So that is 3 to 3. Fails. Motion fails." The agenda-review session therefore did not change the ordinance’s scheduled timeline; no substantive amendments to the ordinance were adopted during this meeting.
