Moccasin Bend Class A power project moves through alternatives analysis; design details forthcoming

City staff told the Industrial Development Board Monday the Moccasin Bend environmental campus Class A power project remains in the alternatives-analysis and design phase and that staff expect the alternatives analysis to be completed before the end of the month. Staff said the project will consider biosolids processing, productive use of renewable natural gas (RNG) or other gases produced on site, and replacement of an aging oxygen (O2) plant. The project is expected to deliver multiple benefits beyond biosolids handling, according to staff. Board members asked about the IDB's role; staff said this will be a design-build project similar to E2I2, noting the municipal permitting and procurement constraints that accompany design-build delivery. The board will receive a fuller update in the next quarterly report once the alternatives analysis and initial design work have been completed.
