City council on July 15 authorized the city manager to pay invoices totaling up to $295,000 to cover emergency replacement of about 400 feet of water and sewer infrastructure on State Route 28.
City staff told council the work responded to unexpected waterline breaks and deteriorated sewer main segments and had been executed under emergency procedures. The city received multiple invoices both below and above the manager’s ordinary purchasing authority; council adopted an ordinance to authorize payment rather than delay reimbursements or repairs.
“City council hereby authorizes the city manager to pay the costs associated with the emergency repairs of the State Route 28 water line and sewer line,” the ordinance states. The measure took effect immediately under the charter provisions permitting immediate action for real and present emergencies.
City Manager Greg Gunderson said staff had budgeted for anticipated costs but the most recent invoice pushed the total over the previously appropriated amount, requiring council authorization. Council approved the ordinance and suspended the usual 3‑reading rule to allow immediate payment. The ordinance permits the manager to pay bills related to the project up to the $295,000 cap.
Council also discussed using paving contract funds to repave the milled and patched segments adjacent to the repair to restore roadway integrity; that paving action was approved separately at the meeting.
