Subcommittee to consider adding central-registry background-check form for child-placement and employment

The Policy Subcommittee discussed adding a background-check procedure that would permit staff to submit a Department of Children and Families (DCF) central-registry record request for child placement, employment or licensure as an additional screening step. The initiative grew from a concern raised by the CPAC president, Rochelle Baum, about allegations or charges that were never formalized in court but should still flag a candidate in a hiring or placement context.

Members said the additional check would be implemented by introducing one extra district form and that district counsel would review the language to ensure the process does not impose an undue administrative burden. A subcommittee member said she had discussed the matter with Anne Marie (district staff), who confirmed the form exists and that implementing it would not impose a district-level legal burden. The chair said she would work with counsel and bring a draft policy to the next meeting for a vote.

The subcommittee asked staff to present precise wording and to confirm that the form and any resulting process conform with applicable state law and privacy requirements. No formal vote to adopt the background-check change was taken; the subcommittee tasked staff to return with draft language and counsel review before a full-committee vote.
