Council briefed on plan to rezone 3.5-acre Pleasant Grove site for a 24,415 sq ft surgery center; planning unanimously recommended approval

City planning staff briefed the Texarkana City Council on a rezoning and site-plan application for a 3.498-acre tract at 3133 Pleasant Grove Road to allow construction of a surgery center and medical offices. Laura Puckett said the property’s future land use designation is neighborhood retail and the applicant proposes to rezone the site from Single Family 1 to Planned Development — Office to allow a 24,415-square-foot building with 103 parking spaces (including six handicap spaces), two driveways off Pleasant Grove Road and McNutt Road, a monument-style sign, and a screened dumpster enclosure. Planning and zoning unanimously recommended approval with stipulations, Puckett said. Puckett said additional stipulations would be enforced during permitting and that the applicant’s agent is MTG Engineers and Surveyors; the owner is listed in the record as David Potter. The item was presented as a first briefing; public hearings and a council vote will occur at the council’s next scheduled meeting.
