The Texarkana City Council approved a state infrastructure bank loan agreement not to exceed $1,408,000 to fund relocation of approximately seven miles of a 10-inch treated-water main along U.S. 82 west of DeKalb to the Red River County line. City Manager Dr. David Orr told the council the loan from TxDOT’s State Infrastructure Bank comes with a one-year deferment; the city will use in‑house crews (TWU) for relocation work while the loan pays for materials. Orr said the relocation is necessary because TxDOT plans to widen U.S. 82 and the existing main would be impacted. Dr. Orr said the loan will be repaid through the established annual “true up” process with each member city paying a proportional share. He also said the plan is to transfer both the line and the loan to Riverbend Water Resources once a new water plant is constructed. Council Member Thompson asked whether the new alignment would be placed far enough from the right of way to avoid future relocations. Dr. Orr said staff has located the line as far away as TxDOT will permit to reduce the chance of future moves but cannot take additional right of way without TxDOT approval. The council approved the resolution authorizing the loan agreement by voice vote.
