Bullock County commissioners approved cancelling the current contract with Pictometry International Corporation and authorized a new master services agreement to obtain updated aerial imagery on a multi‑year flight schedule and expand 3‑inch resolution countywide.
Casey Brown of the GIS department explained the contract covers flight blocks that produce new imagery on a three‑year cycle. Brown said the county previously had 6‑inch resolution countywide and 3‑inch only in the city; the new agreement will provide 3‑inch resolution across the entire county to support assessment, planning and public access.
An assessor representative explained the county has “a statutory requirement to review and reappraise all property at least once every 3 years,” and said high‑resolution imagery allows staff to review many more properties per day than in‑field inspections, improving uniformity and saving fuel and personnel time.
Staff explained contract pricing structure: a six‑year effective purchase path was described with an equivalent of approximately $66,150 per year for the contract period; staff said the imagery is widely used by the assessor’s office and other county departments and is publicly accessible. Commissioners asked whether the item would generate revenue; staff said the imagery primarily supports equalized assessment and operational efficiency rather than direct revenue generation.
The board voted to approve the new imagery agreement and termination of the prior contract.
