Commission approves purchase of 0.12 wetland mitigation credits for OTC connector road

Bullock County commissioners approved the purchase of 0.12 wetland mitigation credits to offset wetland impacts for the connector road between Earl Dabbs Drive and U.S. 301, a project tied to the Ogeechee Technical College (OTC) training center access.
County Attorney Jeff Akins and Ron Nelson (engineering) said the county previously approved $1,000,000 in 2019 SPLOST funds for road construction to serve the OTC training center and later approved engineering design work. Nelson said the county anticipated wetland impacts and sought in‑lieu mitigation; a purchase agreement for 0.12 credits at $60,000 was signed on the chairman’s authorization to secure a discounted price.
Nelson explained the purchase will be paid from the 2019 SPLOST economic development category, which staff said was an acceptable use and preserves T‑SPLOST funds for other projects. Commissioner Ray Davis noted an historical per‑credit price difference and said the county received a discount compared with earlier rates.
A motion to approve the credit purchase was made, seconded and carried. Staff noted the project budget was capped at $1,000,000 and any cost over that cap would require funding from another source outside Bullock County.
