Park County approves Go Mama Go SUP amendment for 21,000 sq ft indoor arena, softens geotechnical requirement

Park County commissioners on July 15 approved an amendment to Special Use Permit SUP 233 that will allow the Go Mama Go recreation facility to add a 21,000-square-foot indoor arena and move its primary parking area to the same side of County Lane 11—2'A. The board approved staff-recommended conditions and amended the language of condition 5, changing a recommended geotechnical engineering report from 'shall' to 'may' at the county's request.
Planning staff outlined the proposal: the property is approximately three miles southwest of Powell on County Lane 11—2', in a GRP zoning district. The existing facility includes a 37,500-square-foot outdoor arena and an outdoor riding arena; the amendment would add a 100-by-210-foot indoor arena, relocate the main parking area adjacent to the arena, and retain the overflow parking across the road. Park County Public Works recommended engineered design and a geotechnical report given the size and location; staff also required a drainage and erosion-control plan, compliance with the county development standards, and a state fire marshal plan review before construction.
Agency responses included a requirement from Park County Fire District No. 1 that access be built to accommodate fire apparatus, and a Shoshone Irrigation District note that a district special-use permit is required for crossing an irrigation lateral. The application drew 17 written public comments in support, and Planning and Zoning recommended approval with multiple conditions.
Commissioners asked whether the indoor arena would permit non-equine uses; staff said that uses outside equine events would likely require an amendment or special-event permitting. Commissioners also debated the depth of the geotechnical requirement after public-works staff characterized it as a recommendation. The board voted to approve the amendment with condition 5 changed to read 'may' instead of 'shall.'
Key permit conditions include: the SUP amendment allows the arena and parking relocation; the SUP will expire if the approved activities are not established within one year unless the planning director grants a one-year extension; park-county noise, lighting and nuisance rules apply; design plans must be prepared under a Wyoming-licensed professional engineer; a drainage and erosion-control plan must be reviewed/approved by the county engineer; the applicant must execute the traffic control and safety plan approved under the original SUP; chemical toilets may be used (screened and anchored) but overnight camping is prohibited; prior to commencing construction the applicant must supply evidence of state fire marshal plan review, obtain a Park County building/zoning permit, and show compliance with Shoshone Irrigation District requirements.
The board's approval allows the applicant to move into the plan-review and permitting steps required before construction.
