Park County approves amendment allowing Llamas Unlimited to operate year-round and offer holiday tours

Park County commissioners on July 15 approved an amendment to Special Use Permit SUP 193 for Llamas Unlimited, allowing the ranch to operate year-round and permitting small tours and photo sessions with llamas during holiday seasons.
Jenny Kramer, Park County planning and zoning staff, presented the application and said SUP 193 was originally approved Feb. 18, 2020 to allow operations from April through October. The amendment request asked that the use run year-round and that small tours and photo sessions be allowed during holidays. Kramer summarized agency responses and the site plan, noting the developed portion spans about 3 acres of a 15-acre parcel and existing improvements include four cabins, two dry RV sites, llama shelters and corrals, the applicant's residence, septic systems and a well.
Staff noted prior SUP conditions remain in force: a two-night minimum stay for the dude-ranch/resort use; two resident employees and no more than two additional employees; no employee housing except the proprietor's residence; approved runoff and erosion control plan; maximum capacity of four guests per cabin and RV site; posted emergency contact number; and compliance with county development standards. Planning staff recommended adding two conditions to allow the seasonal tours/photo sessions and year-round operation.
The board asked applicants for clarification that the two-night minimum remains in effect; the applicant confirmed the two-night minimum still applies. The board opened the public hearing; no members of the public spoke. A motion to approve the amended SUP with staff recommendations, including new conditions numbered 11 and 12 permitting holiday tours and year-round operation, was moved and seconded and passed by voice vote.
The amended permit keeps the original limitations on employee housing and guest counts; it also preserves requirements for erosion control and other Park County development standards. Any future expansion or different special events remain subject to the county's special-use or other permit processes.
