Resident asks Perris Council to study battery energy storage safety via interlocal 391 commission

Alyssa West, a resident who gave public comment during the citizens forum on July 14, urged the Perris City Council to consider placing an item on a future agenda to review the safety of proposed battery energy storage system (BESS) sites and to participate in an interlocal Chapter 391 commission.

West said some proposed sites are outside Perris city limits but noted that “the goody system is in fact inside the city limits” and asked the council to “participate in a 3 91 commission, 3 91 commission, established under local government code title 12 chapter 3 91.” She described meetings hosted by local groups that raised concerns about fires, gases emitted during thermal runaway, insurance implications, and local fire departments’ preparedness.

West said residents in neighboring counties were organizing similar reviews and encouraged Perris to consider joining such cooperative efforts to examine health and safety implications and to ensure adherence to national fire-safety measures. She asked whether she could leave informational materials with staff at the meeting.
