Council adopts ordinance to add surcharge for excessive-strength sewer discharges

The Perris City Council on July 14 adopted an ordinance to amend sewer rates to include charges that recover the extra cost of treating excessive-strength sewer discharges from industrial users.
City staff told council that certain industries “put excessive strength sewer in our sewer system to be treated” and that treating those loads costs more than normal wastewater treatment. The staff presentation explained the rate study’s recommendation to calculate and apply an additional surcharge to those customers so the city can recover treatment costs.
Councilmember Savic (Mayor Pro Tem Savage) moved the ordinance and Mr. Ellis seconded; the motion carried 7-0. Staff said the ordinance implements rates recommended by the city’s rate consultant for the excessive-strength sewer surcharge and will be applied per the rate study methodology.
The council did not alter the consultant’s methodology during the meeting; staff and the utilities director were available to answer technical questions.
