Perris suspends Encore delivery rate increase, joins cities’ steering committee

The Perris City Council voted 7-0 on July 14 to suspend the July 31, 2025 effective date of Encore Electric Delivery Company’s requested rate increase and to authorize participation in a steering committee to hire legal and consulting services for review and negotiation.
City staff opened the item by saying Encore “filed an application with cities seeking to increase its revenues by 13%, which is about $834,000,000.” Staff also said the company’s request included “a 12.3% increase in residential rates, which is about $7.90, per month on average,” and a 51% increase in street-lighting charges.
The suspension buys the city 90 days under state law to review the filing and to engage consultants and counsel through the steering committee of cities served by Encore. Staff said the committee — which represents roughly 170 cities — typically hires financial and legal experts, evaluates the company’s filing and then negotiates a revised rate that may be lower than the initial request.
Councilmember Norman moved the resolution and Councilmember Atterberry seconded; the motion passed 7-0.
City staff said they will return to council with consultant findings and a recommended ordinance with proposed rates after the committee’s review and negotiations.
The resolution motion did not set specific new rates; staff said final recommendations would follow expert review and negotiations.
