Riverton council adopts nonexclusive cable franchise with Spectrum (Charter) on third reading

The Riverton City Council adopted Ordinance 25‑006 on third and final reading July 15, granting a nonexclusive franchise to Spectrum Pacific West LLC (an indirect Charter Communications subsidiary) to construct, install, maintain and operate a cable system within the city’s rights‑of‑way.
Administrative Services Director Mia Harris read the ordinance title to the council, which had considered the item at two earlier meetings. City staff recommended adoption and noted the franchise is governed by federal law.
Councilman Kyle Larson moved adoption and Councilwoman Carla Borders seconded; a roll call vote followed. Council members voted unanimously in favor: Council members Eric Carr, Rebecca Pearson Lewis, Mike Bailey, Carla Borders, Kyle Larson, Karen Johnson and Mayor Tim Hancock all recorded aye votes and the ordinance was adopted.
The ordinance renews the company’s local franchise and preserves the city’s authority to regulate use of its public rights‑of‑way subject to federal requirements. The council took no additional action beyond adopting the franchise on third reading.
