John McKinney said the selection committee recommended a firm for the city’s impact‑fee study and that responses to the solicitation put the timeline at roughly 12 to 15 months.
"When I received the solicitation, everyone that submitted... was looking at 12 to 15 months," McKinney said, explaining that the solicitation process added time to a schedule commissioners had earlier expected to be six to nine months. He said the firm recommended by the selection committee was among the fastest responders.
Commissioners asked whether mobility and general‑government impact fees were included in the scope. McKinney said the solicitation was prepared to analyze the city’s current impact fees and that the commission could direct staff to expand the consultant scope to add mobility or other fee categories; adding tasks would lengthen the work but was possible. Impact fees identified in the draft were expected to go into effect for fiscal year 2026–27 after the study and ordinance work were complete.
Staff noted that many consultants nationally are scheduling work out several months, which influenced the timeline, and that the recommended firm will present for commission approval at an upcoming regular meeting.
