The Pension Committee voted unanimously July 15 to allocate 12% of the HR director’s salary to the town pension fund to cover pension-administration work.
The move shifts part of the HR director’s compensation from the town operating budget to the pension plan to reflect time spent processing retirements, answering retiree questions and managing pension paperwork. “We used to put Diane Wilson's part of her salary to the pension because a lot of what we do has to do with our pension years,” said a pension staff member during the meeting, describing past practice and the rationale for the allocation. The staff member added: “we're putting part of her salary against the pension fund. Because otherwise, we'd be paying an outside person to do it.”
Committee members asked for clarification before approving the change. One committee member said they “still don't understand” how the arrangement works; the staff member explained that only part of the HR director’s salary will be charged because the director performs both pension-related and other town duties. After questions, the committee chair requested a motion to approve the 12% allocation; the motion passed unanimously.
The committee did not record a separate vote tally by name in the transcript. The staff member said the change restores a practice used when Diane Wilson handled pension administration and reduces reliance on outside vendors.
No statutes, ordinance numbers or external approvals were cited during the discussion.
The committee then moved on to other agenda items.
