Council awards bid to replace Fleet Shop air-handling unit; contract under budget

The Common Council on Tuesday awarded a contract to replace an air-handling unit at the city’s fleet maintenance shop. The work is included in the 2025 capital budget after staff reported one of two existing units did not work and that ventilation is necessary because vehicle repair, welding and limited painting in the shop can contaminate work-area air.
Bids were solicited and four proposals were received; two bids were disqualified for not meeting bid requirements (missing bid bond and not attending a mandatory site visit). Of the two qualifying bids, Mechanical Incorporated doing business as Helm Service submitted the lowest qualifying price, $53,584, and was recommended by fleet staff. The approved budget for the replacement was $55,000.
Kevin (fleet staff) told the council the qualifying bids ranged from $53,257 to $54,888 and that the recommended bidder had attended the mandatory site visit and provided required bonds. He recommended acceptance of the lowest qualifying bid and said the project was not expected to be technically complex.
The council voted unanimously to award the contract to Mechanical Incorporated d/b/a Helm Service and to authorize staff to proceed with replacement work.
