Council approves $75,000 data migration contract to move police evidence records into Niche RMS

The city authorized a $75,000 professional services agreement with Blue Sky Associates to migrate property and evidence records from the legacy FileOnQ system into the Niche Records Management System (Niche RMS), staff said during the July 15 work session.
Staff reported that the Killeen Police Department previously used FileOnQ to manage property and evidence. The city adopted the Niche RMS interagency agreement in January 2022 and the database conversion process began for partner agencies earlier this year; Temple and other agencies have already worked with Blue Sky. Staff said Blue Sky is an accredited Niche partner and has experience with FileOnQ conversions; the migration is budgeted through a capital improvement project approved in 2022.
City staff recommended authorizing the city manager to execute the professional services agreement in the amount of $75,000 and to execute change orders permitted by law. The item was included in the consent agenda and approved 6-0.
