The Killeen City Council approved, as part of the July 15 consent agenda, a $23,890,278 design‑build contract with Core Construction for three city facilities: a new parks maintenance building, a fleet services facility and a police evidence storage building with associated parking updates.
Staff said the procurement followed a qualifications-based design‑build selection process. Eight firms responded to the request for qualifications; three teams were shortlisted; Core Construction was the only team that ultimately submitted a full proposal. Staff reported the proposal fit within the capital-improvement budget and recommended Core Construction for the design and construction work. The parks maintenance building will be prioritized for early construction; the fleet facility will be built at the city property near the transfer station entrance on Highway 195; the evidence storage work will expand an existing police facility.
Councilwoman Cobb expressed strong support, saying the parks maintenance building addresses long-standing facility needs for staff comfort and operational capacity. The item was listed as RS25117 on the consent agenda and approved 6-0; Councilmember Solomon moved and Councilmember Alvarez seconded the consent motion.
Staff will proceed with contract execution and design coordination; change orders will be managed under state and local procurement limits.
