Committee approves continuation of Summit Food Services contract with modest price increase

Rutherford County’s Purchasing Committee voted July 15 to continue its contract with Summit Food Services for meals at the county work center, juvenile detention and the sheriff’s office, after staff said Summit requested and was granted modest per-meal price increases that county budget staff have covered. Deputy Chief Stence told the committee Summit Food Services was originally awarded in February 2022 for two years and the county subsequently agreed to three additional years. Staff said Summit requested a small increase that will raise costs to the sheriff’s office by $0.05 per meal and to the work center/juvenile program by $0.24 per meal. Staff said the requested increases are permitted under the current contract structure and that the county has budgeted for the higher costs; the contract expires in July 2027 and will be rebid at that time. Committee members asked where meals are prepared; staff said Summit uses the county work-center kitchen to prepare meals for juvenile detention and the work center. Committee members asked whether other vendors could provide the service; staff said Trinity and other firms had been contacted and that the county would solicit bids when the contract is rebid in 2027. The committee approved continuing with Summit by roll call; Commissioners voted yes on the record. Staff said the contract price covers the full food-service operation, including plates and disposable utensils, and that the county has been satisfied with current provider performance after initial problems in 2022. The committee directed staff to finalize the contract continuation and noted the item will appear in future procurement files when the county rebids the service.
