No formal decision was reached on which body will draft the ordinance.
Council members noted enforcement of existing ordinances—public intoxication, harassment and loitering—could be emphasized while a new ordinance is developed. One council member urged consistent enforcement of current laws; another said the city’s overall strategy must balance enforcement with shelter and low-barrier housing initiatives under active committee consideration.
Council members also mentioned local concerns about people camping in vacant lots and demolished-property sites, and said staff and elected officials would need to coordinate among departments if the council decides to pursue a new ordinance. No vote or ordinance language was adopted at the workshop; members asked staff to identify the proper committee path and to coordinate with Jacksonville Main Street and other stakeholders if the council chooses to move forward.
