- Scooter lease for parking enforcement: The administration presented a proposed five-year lease with NCL Capital (dba Lease Servicing Center) for 10 Westwood Go 3-wheel scooters for the public-safety parking-enforcement division. The caucus transcript recorded a total amount of $456,602,168.90 with an annual lease payment of $91,253.78 beginning 05/20/2026. Staff described the vehicles as three-wheel models intended to increase parking-enforcement efficiency, but the five-year total read in caucus appears anomalous compared with the annual payment; the administration should confirm and correct the total dollar figure before the award is presented for a formal vote.
- Gasoline: A resolution to authorize a contract with Rachel Michelle's Oil Company for gasoline on the New Jersey state contract was presented with a total amount of $900,000 and a temporary encumbrance of $5,000; funding in DPW automotive operating account was cited.
Other items
The administration also noted a public surplus auction for vehicles no longer suitable for use and other routine items. Staff explained that three-wheel scooters allow parking-enforcement officers to operate more efficiently in dense streets and avoid double-riding in larger SUVs.
