City staff recommend $1.3 million contract for senior home-delivered meals after multi-vendor RFP

The presenter said six vendors submitted proposals and a five-member scoring committee — which included representation from the veterans' office — graded proposals on taste, quality, cost, nutritional compliance with USDA guidelines, logistics and packaging durability (noting one otherwise well-scoring vendor’s packaging failed in delivery testing). The presenter said each additional dollar in the program increases program costs significantly; the procurement team dismissed proposals that were substantially higher-cost.
Local vendor participation
When asked whether local vendors applied, staff said they would check the RFP records and share details. The presenter said Whitson's and Riviera (the latter based in the Bronx) were the two highest-scoring vendors.
Next steps
The contract recommendation was presented in caucus; staff said the resolution authorizing the award will appear on the public meeting agenda for council vote.
