Commissioners approve rezoning to allow single-wide on 1.2-acre lot off Liberty Lane

Alexander County commissioners voted unanimously to rezone roughly 1.2 acres off Liberty Lane from Residential District 2 (R-2) to Residential District 2 Rural (R-2R), a change that allows a single-wide manufactured home on the parcel. County planner Amy Bunnam presented the request and said, "Michael Barlow has petitioned, to rezone his approximately 1.2 acres off of Liberty Lane from Residential District 2 to Residential District 2 rural, with the intention of placing a manufacture a single wide manufactured home." The planning board had recommended the rezoning as consistent with the county comprehensive plan.
The rezoning drew several residents to the public hearing, who raised property-maintenance and safety concerns about existing tenants on adjacent lots. Nathaniel Shoup, who said he owns a nearby parcel, told commissioners the applicant had "put me through living hell" and described repeated conflicts and thefts on his property. Another resident said the trailers in the neighborhood had mold and other hazards and urged enforcement: "We need y'all to do something." Applicant Mike Barlow told the board he had undergone multiple brain surgeries and said the mobile home had been placed in February and that utilities were connected.
Staff and the county attorney told the board the rezoning decision must be based on the land-use question and the county comprehensive plan rather than on owner-specific complaints. Bunnam said the site has public water but not public sewer, is a flag lot, and has other single-wide homes nearby. The county attorney advised that code enforcement and permitting matters are separate from the rezoning decision. Commissioners approved the rezoning and directed county staff to pursue any code-enforcement violations raised during public comment.
Action on the rezoning was taken following the public hearing portion of the meeting. The board voted to approve the change to R-2R so the requested single-wide could be permitted once any outstanding code or permitting issues are resolved.
