Bay City ISD highlights student gains, warns kindergarten readiness and enrollment remain concerns

The board’s celebration of excellence recognized first‑ and second‑grade students at Lenny Roberts for top reading and math performance. Instructional staff then reviewed OnePoint data showing substantial growth in some early grades: kindergarten reading was reported to have risen from a 28% baseline to 50% by year end (short of a 56% target), and first‑grade reading finished at 55% against a 48% goal. First‑grade math and other subgroups, including emergent bilingual and special education students, also showed notable growth on several campuses.
Presenters cautioned, however, that kindergarten readiness for the current cohort began at a lower starting point than expected and was affected last year by staffing and pre‑K service gaps. Staff described efforts to partner with local pre‑K programs and neighborhood outreach — including community academic nights, book distribution events and home visits — but said turnout from some neighborhoods has been low and trust barriers remain. The district said it has been using Title funds to put books in students’ homes and running after‑school tutorials where possible.
Trustees and staff discussed districtwide enrollment and attendance declines that pre‑date and continue after the COVID period and noted such declines affect funding and program offerings. Trustees pressed for a more proactive enrollment recovery plan that includes targeted outreach, home visits by parent liaisons, coordinated messaging about school safety and student supports, and tracking of students who leave the district so staff can attempt re‑enrollment.
No board action was taken; the presentation was informational and staff said they would continue outreach and share detailed plans and metrics with trustees.
