The police chief told the council the project would resolve safety and operational issues, including the hazardous movement of detainees in the current building and the absence of modern detainee facilities. Councilors asked about cost implications tied to the Category 4 requirements and whether alternatives would avoid the premium; staff said placing most functions in the existing building would not meet modern needs and the selected approach reduces the premium by limiting the hardened portion to specific additions. The council moved to accept the report and proceed with the project planning and design work.
