The USD 453 Board of Education on July 14 voted 6to approve a property-liability insurance agreement with the Kansas Educational Risk Management Pool (KICS) for the 2025–26 year, with an annual premium of $594,697.55.
District staff told the board the districts incumbent carrier, Travelers, declined to quote for renewal and that Riley & Sons contacted 12 carriers before KICS remained as the viable option. "Unfortunately, 11 of them declined to quote," said Beth Maddox, a district staff member, during the presentation.
The district official presenting the item told trustees KICS offered a lower premium compared with the prior year, higher coverage limits in several areas and a substantially lower deductible. Tom McGuire of KICS was present for questions but did not deliver a formal presentation.
Board member Judy Price moved to approve the KICS proposal and join the pool; the motion was seconded by Miss Murphy and carried 60–0. President Carney left the room for a stated conflict of interest before the vote.
The board recorded the annual premium as $594,697.55 on the motion records. The district will execute the KICS agreement and designate the districtrepresentative as required by the pool.
What happens next: the district will finalize paperwork with KICS and proceed under the pool greement; no further board action on the item was recorded at the meeting.
