Commission approves transfer of 618 S. Broadway to Dunbar Heights with time-limited milestones

The Shawnee City Commission voted to allow the transfer of city-managed property at 618 South Broadway from South Central Industries to the Dunbar Heights Community Group, a reestablished 501(c)(3) neighborhood organization, on the condition that Dunbar Heights pull a building permit within 18 months and obtain a certificate of occupancy within 36 months.
Community Development Director Ryan Harkins told commissioners the parcel was deeded to the city in January 2020 and then to South Central Industries for an affordable housing purpose. Harkins said South Central no longer considers the parcel within its current strategic scope and requested approval to transfer it to Dunbar Heights.
Harkins said staff inserted milestones and clawback language into the updated deed: “Dunbar within 18 months would be pulling a building permit for the property and obtaining a certificate of occupancy within 36 months. Those would be the provisions we would add to this transfer.”
Commissioners discussed the timeframes and the ability to grant extensions for delays. One commissioner praised the change as offering “certainty rather than just something floating out there” and commended the Dunbar Heights Community Group’s neighborhood work.
The motion carried 6-0. Staff said the city would continue to provide technical assistance through the city’s existing programs while monitoring the specified milestones.
