Board adopts resolution urging Idaho school boards association to support expanding nicotine tax to modern products

The Blaine County School District Board of Trustees on July 15 approved a resolution asking the Idaho School Boards Association (ISBA) to consider taking the matter to the 2026 legislative session: amending an Idaho law from 1974 that taxed tobacco products so the tax would apply to all nicotine products and delivery systems. Superintendent Fauci said the resolution reflects changes since the 1974 statute when nicotine consumption was largely through tobacco; “there are other ways and forms in which individuals consume nicotine,” Fauci said. He described the tax as one that “has a direct benefit to school districts through the safe and drug free school funds,” and noted roughly half of the levy’s proceeds go to public school districts. Fauci said he worked with the American Lung Association, some legislators and the Idaho School Boards Association on the draft. If the board-approved resolution is accepted by ISBA membership at its November convention, ISBA could pursue amendment during the 2026 legislative session. The board moved and seconded the resolution; the chair called the question and recorded a voice vote: “All those in favor, signify by saying aye... Motion carries.” A trustee will read the resolution to ISBA membership if the membership forward it for action. The resolution commits the district only to forwarding the position to ISBA; no local tax or ordinance change was proposed by the board at the meeting.
