The Planning Board approved three related permits Monday for a flexible residential development at 24'28 Meadow Lane (the Reservoir Meadows project): major site plan approval, a Lower Impact Development (LID) special permit, and a special permit for major residential development/flexible development.
Applicant Bill Putray presented final materials and a draft declaration of restrictive covenants; the board reviewed conditions, agreed edits and added an explicit condition requiring an 81x plan to merge the parcel that holds the joint septic system (assessor Map 56, Parcel 27) with the main project parcel (Map 56, Parcel 14). The board also required recording of the flexible development plan and the decision and requested the applicant provide condo documents and recordable instruments in the normal sequence prior to occupancy.
The declaration of restrictive covenants will be finalized between the applicant and town counsel; the board asked for a provision to protect meadow open space and to allow removal of dead or storm-damaged trees while preventing intentional removal of live trees greater than 3" caliper. The applicant confirmed he would produce the required recorded instruments (81x plan and recorded covenant) before construction activity proceeds.
All three permits were approved with conditions; the board set requirements for a preconstruction meeting, stormwater maintenance, as-built plan submission, and homeowner-association documents to be reviewed by town counsel in advance of first occupancy.
