Board approves EdFlex waiver to concentrate Title IV‑A funds; officials say federal releases remain on hold

The Warwick County School Board voted to approve EdFlex waiver number 4, allowing the district to allocate all Title IV‑A funds to Focus Area B (safe and healthy schools) rather than splitting the allotment across the usual categories.
Doctor Redmond described the EdFlex program and said the waiver would allow the district ‘‘to spend the funds as we see fit that is best for Warwick County and its students.’’ He explained that, under the standard Title IV‑A allotment rules for districts receiving more than $30,000, funds are normally distributed across three categories: well‑rounded education, safe and healthy students, and technology. The waiver would permit the district to concentrate those funds in Focus Area B.
During discussion, a board member asked whether the money had been released by the federal government. Doctor Redmond replied that the funds had not been released and that the hold affected Title II, III and IV allocations. He said the hold was a federal review of prior spending and that the district was ‘‘cautiously optimistic’’ the funds would be released.
A motion to approve the EdFlex waiver was made by Mister Baker and seconded by Mister Mote; board members voted and the motion carried.
Doctor Redmond noted federal law requires public notice and an opportunity for public comment for the waiver. No public comments were offered during the meeting.
The board’s approval authorizes staff to submit the waiver application and, if the funds are released, to allocate Title IV‑A dollars to safe and healthy schools (Focus Area B) as described in the application.
