Greenwood Public Library trustees update council; directors warn of funding headwinds amid rising demand

Dobbs told the council the library has planned conservatively since 2012 to avoid "knee-jerk" responses to revenue fluctuations, but that recent legislative changes and lost appeals have produced a structural decline in projected property-tax and local income tax (LIT) support through 2027. She said the library and municipal partners will need to cooperate to respond to those changes.
Dobbs and Penoff asked the council to continue a partnership approach as the system adjusts, and to expect more detailed conversations about specific revenue and budget options in coming months. No formal action was taken at the meeting.
