Board adopts resolution to install four-way stop at Mount Cross and Stony Mill roads

The Pennsylvania County Board of Supervisors unanimously approved a resolution July 15 asking the Virginia Department of Transportation (VDOT) to implement a four‑way stop at the intersection of Mount Cross Road and Stony Mill Road.
The measure was presented after supervisors and VDOT representatives described a history of congestion and crashes at the intersection, especially during school hours and athletic events. Board members said the action responds to safety recommendations and ongoing VDOT review.
Supervisor Ken Bowman, who pulled the resolution from the consent agenda to allow public comment, said he had spoken with Jay Craddock of VDOT, who ‘‘assured me that this would be a good idea’’ and supported the change. Bowman said the four‑way stop is intended to reduce speed and improve safety where three districts converge near Tunstall High School.
Supervisor Don Dingell provided a summary of alternatives considered over the years, including traffic signals and roundabouts, and said a traffic signal would cost ‘‘a million dollars plus’’ and VDOT would not pursue that for volumes at the site. Dingell said VDOT’s safety team and the sheriff’s office support immediate enforcement measures; the sheriff’s office has also identified a DMV grant to pay for enforcement at the intersection during peak hours.
Board members said they prefer the four‑way stop over larger, more disruptive construction options and expected VDOT to implement changes before the school year.
The resolution was moved, seconded and adopted unanimously; county staff will coordinate with VDOT and the sheriff’s office on timing and any traffic‑control devices and enforcement.
