Fairport Harbor council adopts series of emergency resolutions including veterans memorial agreement, firefighter appointment and levy renewal

Fairport Harbor Village Council unanimously adopted a package of emergency resolutions on routine and programmatic matters, including an agreement with the Veterans of Foreign Wars post, an appointment to the fire department, a professional-services master agreement, a housing technical assistance grant, formation of a comprehensive plan advisory board and submission of a 3.6-mill renewal levy to the electors.

Administrator Lucas Darling updated council that the VFW “has signed this version of the agreement, and it's sitting at my desk. So this is actually happening provided council approves it tonight. This is the result of 3 months of negotiations back and forth.” Council moved to adopt and subsequently voted to suspend the reading where required; all recorded votes on those agenda items were aye by the members present.

The actions recorded in the meeting packet and approved by council included: - A resolution directing the administrator to enter into an agreement with Veterans of Foreign Wars Post 7754 for installation and maintenance of the Fairport Harbor Veterans Memorial (resolution listed on the agenda as 2025-4A48). - A resolution to place delinquent accounts upon the tax list for collection (resolution referenced as 2025-66). - A resolution appointing Audrey Heller as a firefighter for the village (resolution referenced as 2025-67). - A resolution authorizing the administrator to execute a master agreement for professional services with Verantas (resolution referenced as 2025-6A). - A resolution authorizing the village administrator to sign and execute a grant agreement with the Ohio Department of Development for the Housing Technical Assistance Program (resolution referenced as 2025-69). - A resolution creating a comprehensive plan advisory board to assist in updating the Fairport Harbor comprehensive plan (resolution referenced as 2025-70). - A resolution submitting a renewal of an existing 3.6-mill tax levy for current operating expenses to the electors (resolution referenced as 2025-71).

Each item was moved, seconded, and approved by voice vote after motions to suspend the rules were successful. Council did not record nay or abstain votes on the adopted items at the time they were taken.

The resolutions were presented as emergency measures; staff did not present additional conditions or implementation schedules for several of the items during the meeting. The comprehensive plan materials from the Ohio Department of Development were included in the packet for council consideration, and the council also voted to create an advisory board to assist with the comprehensive plan update.
