The village rules committee on July 14 heard a plan from staff to inventory and classify village alleys and agreed that staff should bring the initial recommendations to the committee in small batches.
Staff member Connie described a spreadsheet and photo-based document under development that will show alley locations, recommended disposition and any utility conflicts. The classification framework presented to the committee includes three recommended outcomes for each alley: abandon the alley; retain the alley but leave it unimproved; or maintain and improve the alley (including paving). The committee agreed it preferred receiving packets of about four to five alley profiles at a time to avoid inundation and to permit consistent review.
Public-works staff (Tim) and mapping staff (Mr. Boucher) will supply utility maps showing storm and sewer lines under alleys; committee members emphasized that water lines are typically not in alleys and that the primary utility concerns will be sewer and storm. Tim also has a new machine for the back of the truck and plans to begin paving selected alleys as staff and council approve them.
The committee asked staff to include photographs, utility sign-offs (police, fire, utilities) and a clear recommendation for each alley packet brought forward. The first packet will be prepared for the next rules meeting and will be used to inform future council action on alley abandonment or improvement.
