Rules committee sends Baltimore Festival liquor-permit request to full council for vote

The village rules committee voted on July 14 to forward the Baltimore Festival Committee’s special-use and liquor-permit application to the full council for consideration. The council then discussed the item during its meeting and voted in favor of sending the permit to the third reading/record for a final council vote.

Committee members and staff discussed operational controls should the permit be approved: a fenced beer-garden footprint (20-by-20 tent with one controlled entry/exit), perimeter fencing and signage, limits on the number of tables and drinks per patron, and a requirement that event organizers manage ID checks and ticketing or punch-card systems. Police Chief Brett Rogers was asked to provide an operational opinion; the committee and council emphasized that the festival committee would be responsible for staffing and enforcing the beer-garden controls.

Several council members noted attendance at past festivals has declined in recent years and that operating a beer garden is labor intensive and not always revenue-positive. Committee members said the permit and special-use resolution would be forwarded so the council could vote on final approval; the transcript indicates the motion to forward passed on roll call and that the item will proceed to a third reading prior to ultimate approval.

Council and committee members also acknowledged the licensing process for alcohol permits is administered online by the state agency and that the festival organizers may not complete the required online filings in time for this year’s event; the council’s action preserves council-level authorization should the state license be granted in time.
