Temple Terrace secures county funds, awards AstroTurf contract for Buddy Baseball field

City council on Tuesday approved a budget amendment and a construction contract to complete phase 2 of the Buddy Baseball complex, a long-running youth program that serves players with special needs.
Why it matters: Buddy Baseball has operated in Temple Terrace since 2009 and staff said the league has engaged more than 1,000 youth with special needs over the years. Completing the second phase will expand accessible play space and support ongoing volunteer and community activities.
What the council approved
Finance Director Jim Ingram asked council to amend the fiscal-year 2025 budget to record a $450,000 contribution from Hillsborough County and to carry forward a previously appropriated $250,000 in Community Investment Tax (CIT) funds from fiscal year 2024. The action reappropriates those dollars so construction can proceed in the current fiscal year.
Leisure Services Director Carl Langfield presented the construction contract recommendation. Following Stantec engineering review and consultation with Hillsborough County, staff recommended awarding a contract to AstroTurf Corporation in the amount of $661,083 to complete phase 2. Langfield told the council the award includes a base bid of $643,930 and a sidewalk alternate of $12,153, and that the project package covers turf, fencing, dugouts and related site work. He said the work will be performed on Hillsborough County School Board property (two softball fields behind Lewis Elementary) and that school-board approval of plans has already been obtained.
Procurement and funding details
Langfield said the city used a cooperative purchasing contract (Sourcewell) for pricing and procurement; staff said Sourcewell is commonly used as a competitively bid purchasing cooperative. The contract amount of $661,083 will be paid from the combined county/city appropriation ($450,000 county + $250,000 CIT carryover).
Council action: by voice vote the council adopted the budget amendment and approved the contract award to AstroTurf Corporation.
Next steps and timing: staff said the acquisition and site work are ready to proceed pending final contracting steps; the city will coordinate with the school board on scheduling and construction access.
