The Fluvanna County Planning Commission on July 14 discussed a proposed Village Residential Overlay District intended to provide a regulatory tool for small rural villages where minimum lot sizes and density rules now limit redevelopment.
Staff told commissioners that parts of Columbia Village are zoned R‑4 Residential Limited and that, where central water or sewer is absent, the county’s minimum lot size is two acres and the maximum density is one dwelling per two acres, a constraint that has hindered reuse of village lots.
