Staff described curriculum and professional development initiatives: a Kodály teacher‑training partnership with Killeen ISD to certify elementary music teachers, plans to certify 100% of elementary music teachers by 2027, and an evaluation of fine‑arts programs conducted by Enhance the Arts that recommended adding a fine‑arts coordinator (now in place), dedicated classroom facilities (in progress), curriculum updates (completed review, updates ongoing), staffing guidelines (nearing completion) and performance facility upgrades.
Program achievements the presentation cited included: 21 medals at the high‑school BASE visual arts competition, 22 medals at junior BASE, multiple platinum awards qualifying for state, state‑level band medalists, superior choir and orchestra evaluations, dance grand championships, theater district‑level advancement and national finalists, and more than $165,000 in scholarships awarded to 13 senior students pursuing arts degrees.
The district also described new resources and pilots: a $16,000 META grant to buy two Beam mobile projection devices for interactive classroom projection; a dual‑credit music appreciation overlay for wind ensemble and symphonic band in partnership with Temple College to allow students to earn college credit while remaining in ensemble; and Cadenza data dashboards to track enrollment and retention.
Enrollment figures presented for grades 6–12 showed slight declines in unique student participation in fine arts over three years (from 2,732 in 2022–23 to 2,611 in 2024–25) and program‑enrollment counts that likewise declined. The presenter attributed some of the trend to state accountability requirements: the presentation cited “House bill 45 45” as requiring accelerated instruction for students not passing STAAR, which can limit the ability of affected middle school students to take multiple electives. The presentation also noted changes to CCMR (college, career, and military readiness) requirements that do not always recognize fine‑arts coursework as contributing toward CCMR metrics, which can affect high‑school students’ scheduling choices.
Staff outlined mitigation strategies: stronger family engagement (expanded fifth‑grade elective nights and more parent/student interaction), recruiting and retention analysis with Cadenza, updated observation tools for principals to provide specific feedback on fine‑arts classrooms, and plans to expand dual‑credit options across arts disciplines. Trustees praised the fine‑arts staff and requested board members visit events and programs.
