Kristen (city engineering staff) told a resident that the ordinances on the agenda were TDOT projects “that have been in the works for several years,” with one project initiated in 2019 and another in 2021; the agenda amendments add money to those existing contracts. Council votes on the TDOT agreement amendments were recorded in the meeting minutes as approved on first reading.
A resident who identified himself as Mr. Dunn told the council he had repeatedly shown up for a voluntary sidewalk committee meeting only to find no one there and asked why sidewalk ordinances were advancing without an active committee. He also described three local areas with damaged sidewalks — including a bridge where floodwater washed out pavement — and asked the city for help to repair sections before someone is injured.
Council members said the projects are TDOT‑led and that amendments simply add funding; multiple agenda items approved by the council referenced sidewalks on Greenlaw, North Hatton, North College, East Market, Silman Deer, University Avenue and South Como Street (phase 3 from Jennings Avenue to the Walmart/Lowe’s traffic signal).
The council approved the amendments and related budget adjustments on voice votes during the meeting. The engineering department will proceed with the TDOT agreements and project work as funded; residents seeking local repairs were directed to follow up with planning and public‑works staff.
