Council approves appraisal-review contract for Trespelas Creek drainage easements under GLO grant

The El Campo City Council on July 14 approved Resolution R-2025-32 awarding appraisal-review services for the Trespelas Creek Drainage Improvements project, a CDBG-MIT project funded through the Texas General Land Office.
Courtney Sladek, the city manager, told the council the $14.8 million project requires acquisition of about 52 easements and that GLO rules require appraisals and independent appraisal reviews for parcels valued at $10,000 or more. "GLO requires that these easements are appraised and then the appraisals are reviewed," she said. The council awarded the appraisal-review contract to Agnes and Shillings Real Estate Appraisal and Compliance Services in an amount not to exceed $41,600; staff said they hope actual costs will be nearer $24,000 if not all parcels require review.
Council discussion confirmed the appraisal and review functions must be performed by separate firms as a checks-and-balances requirement of the GLO funding. Sladek clarified the resolution authorizes the city manager or designee to execute related documents and amendments.

No immediate acquisition actions were taken at the meeting; staff will proceed with contract execution and the appraisal-review work as required by the grant conditions.
