Beaver County commissioners voted July 15 to abandon, release and terminate a county flood-control easement on a parcel located along Geo Purple Road, adjacent to the River Solar project. The vote followed an advertised public hearing at which no members of the public addressed the board.
Commission staff explained the easement appeared on title from earlier decades and that county records and staff research showed no functional flood-control use tied to the parcel. The presenter said the easement was likely recorded when a prior project was planned in the 1950s–1960s and never built.
Commissioner Pearson declared a conflict of interest during the discussion because he owns land in the project area and did not participate in the portion of the meeting concerning the easement. The commission passed a motion to abandon, release and terminate the flood-control easement; the transcript records the motion and a second and shows the chair calling for a roll call and the motion passing unanimously among participating members.
County staff said the item would be brought back as a formal action item on a future agenda to complete the necessary documentation on title. Until that follow up, the public hearing was closed and staff noted further administrative steps were required to finalize title changes.
