Council approves $2.20 million change order to start Santaquin library interior work

Santaquin City Council approved a Guaranteed Maximum Price (GMP) change order July 15 in the amount of $2,199,788 to Ellsworth Paulson to complete the interior construction of the city library in the west wing of City Hall.
City staff noted the approved work covers construction only; the change order does not include FF&E (furniture, fixtures and equipment) — shelving, seating, tables and other library furnishings — which staff estimated could add roughly another $500,000 or more and will require separate fundraising or budget allocation. The mayor reported about $118,000 in private donations has been received to date with over $100,000 pledged but not yet collected.
The contractor plans to begin on-site construction the first full week in August, shortly after the city’s Orchard Days celebration; staff estimated the interior construction schedule at roughly eight to 12 months depending on equipment lead times (elevators and specialty items).
Councilmember Travis moved to approve GMP change order No. 3 and the motion passed on a recorded vote (ayes recorded). The council and staff said the next steps will be to finalize the budget allocations for construction, continue private fundraising for FF&E, and later present staffing and operating-cost implications for the expanded library footprint.
Ending: With the change order approved, construction mobilization will begin in early August; the city will return to council with FF&E and staffing proposals as funding becomes available.
