The Galena City Council approved two separate 2025 street and utility contracts on July 14, awarding both projects to Louis Trenching Service.
The first contract approved was for the 2025 Hill Street utility and street improvement project in the amount of $271,102. The second award was for the 2025 Elm Street water main extension, for $170,439.50. Both items were listed on the agenda as 25C-0276 and 25C-0277.
Council discussion on both items included questions about the large disparity between Louis Trenching’s bids and a competing bid from Fisher; one councilmember noted Louis’ bid was $136,829 lower than Fisher’s on the Hill Street item and asked whether the company was spreading resources too thin by taking multiple city projects. Staff responded that weather and scheduling are typical risks and that the contractor is a frequent city vendor; councilors repeatedly noted completion remains weather-dependent.
After discussion the council called the roll and approved both contracts. Council members asked staff to monitor project schedules and ensure timely completion.
No additional contract conditions or changes to scope were adopted during the meeting. The council did not discuss funding reallocation at the meeting; the motions recorded award amounts only.
