Staff said the park is within the city’s historic preservation overlay and that the proposal — previously reviewed by the Design Review Committee — places the statue well into the park near shade trees. Staff recommended the commission make a recommendation to FPAC and BOMA; commissioners discussed two nearby proposed locations and agreed the precise siting could remain flexible and decided to leave location choice to the Franklin Battle Trust and park managers.
Commissioners described the statue as interpretive of battlefield history and noted supporting documentation in the applicant’s historic narrative. The commission voted to recommend approval to FPAC and BOMA with conditions as discussed; the recommendation will allow the public‑art application to proceed to the arts commission and the board for final approvals required by city process.
