Police department moves to Trusted Driver citation system; one-year free term approved subject to legal review

Rio Grande City’s police department presented a software agreement July 14 to replace the department’s current citation vendor, and commissioners voted to approve the agreement subject to legal review. Chiefs and staff told the commission the Trusted Driver platform will replace the existing system and eliminate per-printer and paper costs by relying on QR codes and mobile access. The police chief said the department negotiated a transition in which the city would not pay a fee from Oct. 1, 2025, through Sept. 30, 2026; after the initial free year the city would pay about $10,000 annually under the proposed terms. A Trusted Driver representative described how the system works and the convenience-fee model: the company charges a $16 convenience fee to users who pay citations online, while payments made through court or in person would continue to generate revenue for the city’s court. The company also offered two kiosks and discussed the ability to integrate other enforcement functions (code enforcement/animal control) separately. Commissioners approved the contract on the condition the city attorney perform legal review and finalize terms; staff said the department will work with the municipal court to ensure the court’s workflows and reporting will be compatible before going live.
