The Galt City Council took the following formal actions at its July 15 meeting. All recorded roll‑call votes listed below were 4‑0 in favor unless otherwise noted.
Consent calendar (Items 1–10): Approved. The consent calendar included warrants for the period ending July 3, minutes for July 1, acceptance of a cannabis tax fund grant (item 3), a design contract amendment for the Emerald Vista Trail extension, lift station modifications engineering contract and budget adjustments, award of chemical supply contracts, authorization of a task order to prepare a sewer system management plan audit and update, approval of the transportation project and expenditure plan and TDA claim for FY 2024/25, and personnel manual updates. Motion to approve: moved by Vice Mayor Sandhu; seconded by Council Member Pratten. Outcome: approved 4‑0.
Community Facilities District (CFD) No. 2020‑1 (Summerfield annexation, Annexation No. 10): Council (1) adopted a resolution calling a special election to levy special taxes within the proposed annexation territory (motion by Council Member Pratt; second Vice Mayor Sandhu), (2) certified the election results and declared the territory annexed after the special election, and (3) adopted an ordinance authorizing the levy of special taxes in the CFD including annexation No. 10 (motion by Council Member Pratt; second by Mayor Farmer for the ordinance). City clerk reported no registered voters within the annexation area and that owners of taxable property consented to holding the special election. Outcome: resolutions and ordinance approved 4‑0.
Landscape and Lighting Districts (LDs) — fiscal year 2025/26 assessments: Council conducted a consolidated public hearing on the three LDs (Westside Galt LLD 1990‑02; Northeast Galt LLD; Galt LLD No. 3) and adopted resolutions approving the engineer's reports and levying the assessments for FY 2025/26. Typical single‑family parcel assessments ranged by district and benefit zone; one district's CPI indexing produced a modest increase. Motion to approve: moved by Council Member Rodriguez; seconded by Council Member Grama. Outcome: approved 4‑0.
Liberty Ranch CFD (Improvement Area 1) — bond authorization: Council approved documents and authorized marketing and sale of additional special‑tax parity bonds to reimburse the developer for infrastructure costs, including a supplemental fiscal agent agreement, preliminary official statement and related continuing disclosure and sale documents. Motion to approve: moved by Council Member Pratten; seconded by Council Member Rodriguez. Outcome: approved 4‑0. The council and its municipal advisor noted constraints including a 4:1 value‑to‑lien policy and a 1.9% cap on combined property/special levies applied to that development; staff will publish the preliminary official statement and begin marketing to investors.
Pulled item: Item J5 (Fairway Oaks final map) was pulled from the agenda at staff's request to allow time to resolve utility and easement issues and to confirm map conformity with the approved vesting tentative subdivision map. No final action was taken on J5; item will return to a future meeting.
