Chesapeake School Board reviews broad policy revisions tied to recent Virginia laws

Dr. Fallon Graham, Chesapeake Public Schools director of planning, policy and research, presented the division's annual policy review and a set of proposed revisions to bring the district's policy manual into alignment with recent changes in state law and guidance from the Virginia School Boards Association (VSBA). "With close to 2,000 bills introduced to the Virginia General Assembly this year and over a thousand of those bills passed, a number of changes will impact our policy manual," Graham said.
The presentation highlighted both statute-driven updates and locally driven edits. Statute-driven changes discussed included requirements related to automated external defibrillators and opioid antagonists (policy 307), individualized education plan (IEP) accommodations for emergency evacuations (policy 308), Internet-safety components and data-deletion requirements for district devices (policy 636), redaction of foster-parent addresses from records provided to parents (policy 641), protections for employees who administer naloxone in good faith (policy 945.1), and consolidation of rescue-medication administration rules (merging policies on epinephrine and albuterol and adding seizure-management language).
Graham also described several locally initiated updates and three proposed new policies: a policy on enrollment practices for advanced mathematics courses (new policy 610), a policy clarifying expectations for professional behavior and dress (new policy 802), and a policy establishing guidelines to protect students during extreme heat and humidity (new policy 934). He said some existing, outdated policies would be retired or consolidated and that regulation revisions were provided in BoardDocs for reference. "To keep our policy manual current, we review policies, but this does not mean that changes were made," Graham said.
Board members were given the materials for review; Graham noted that regulations do not require board action but are provided for reference. No formal vote or action was taken at the meeting on the proposed policy or regulation changes; the item was presented for information and will be available for board review in BoardDocs ahead of any future action.
The presentation referenced Virginia statutory requirements and guidance from the VSBA as drivers for many of the changes. Board members asked no substantive questions during the meeting; Graham and staff indicated they expect follow-up and further discussion at the next meeting after members have had time to review the full drafts posted in BoardDocs.
BoardDocs will contain full proposed drafts and legal references for public review; the district's counsel and superintendent's cabinet participated in preparing the revisions.
