The Ashland County Executive Committee voted July 15 to approve amendments to the county employee handbook covering vacation accrual and payout, sick-leave donation rules, work-clothing provisions for highway employees, Family and Medical Leave Act (FMLA) timing, and comp-time language.
The clerk's office and county administration presented a set of revisions intended to simplify accrual language and make payroll calculation clearer. Committee discussion focused chiefly on vacation entitlements given at hire: the county board previously decided ‘‘to award 2 weeks of vacation upon hire,’’ and committee members debated whether vacation time given up front should be treated as accrued (and thus repayable if an employee leaves before a year) or treated as an upfront allotment that need not be repaid. The committee agreed to remove a sentence requiring employees who terminate prior to completing one year to repay vacation used; it also amended the handbook to state that unused vacation will not be paid out if the employee has been employed less than one year (added language: "unless the employee is in their first year of employment"). Committee members emphasized the need to make the language clear to supervisors and new hires.
The handbook changes also clarified that sick-leave donation transfers may only occur among active employees, require approval by the county administrator and the county board chair, and cannot originate from employees who have resigned or terminated. The county's presenter explained the policy change responds to past situations where departing employees sought to donate sick leave.
On uniforms, the committee changed highway department language to provide coveralls for highway personnel as needed but to exclude office staff; members discussed whether coveralls should be supplied or come from the existing $500 clothing allowance and agreed to remove a restrictive "in the shop" qualifier so that highway personnel who need coveralls receive them and replace them as needed.
The handbook text was clarified to count FMLA as 12 calendar weeks (rather than business days), and the committee confirmed that unpaid leave is not permitted until accrued vacation, sick and personal time are exhausted, consistent with federal rules. The committee also removed references to comp time where the county no longer uses it.
Pat Kinney moved to approve the handbook changes as amended; Bill (Metzinger) seconded and the committee carried the motion.
Ending: The revised handbook in redline will be forwarded to the full county board for action at its next meeting; staff were asked to ensure the final language is clear to payroll and supervisors and to update forms and notices to employees.
